The Rocky Mountain Elk Foundation, an early proponent of the Upper Lochsa Land Exchange proposal, has withdrawn from it in protest of a proposal to keep the trading of land restricted to Idaho County. "The identified federal exchange lands in Idaho County contain very high value wildlife habitat, including significant amounts of crucial winter range for elk, which could potentially be compromised," a letter from M. David Allen, president and CEO of the foundation, states. ... Moscow is getting its zoning in order with plans for city councilors to approve in January placing a motor business zone over 66 acres of University of Idaho property north of the Palouse Mall.

A computer-chip thief is targeting Hondas in Pullman once again. Pullman Police Cmdr. Chris Tennant said he believes a slew of break-ins this week is the handiwork of the same person who repeatedly broke into Hondas during March and September. All told, about 15 vehicles have been broken into. ... Latah County commissioners are putting the fate of the Latah Health Services facility in the hands of the voters. Commissioners on Friday reviewed and accepted an offer by Gritman Medical Center to purchase the building and property upon which Latah Health Services sits.

Students will pay higher tuition, faculty and staff will get no 1993 raises, and Washington State University will get no money for hazardous waste cleanup, Gov. Booth Gardner said in his budget message this morning. ... Latah County has enough flu vaccine to get through the season, health officials say, but Whitman County is out of it. The county health department in Colfax is out, the Washington State University Health Service is out, most doctors are out and Pullman Memorial Hospital has only a handful of doses left.
