Washington, D.C., showed glimpses last week that it isn't completely broken when the Senate, behind a bipartisan effort, passed a five-year, half-trillion dollar farm bill that mostly maintains the nation's food stamp program despite attempts by some to slash the program's budget nearly in half.

The plan budgets roughly $80 billion per year for the program, which has seen its costs double in the past five years as beneficiaries have soared from about 20 million to 46 million - or roughly one in every seven Americans - as the nation struggles to recover economically and people continue to search for work.
