More than 7 inches of rain fell during March in Moscow - more than double the city's average of 2.69 inches, according to the National Weather Service in Spokane. March's wet weather came on top of one of the snowiest winters in recent memory, and the combination was costly. ... The Pullman Arts Commission has recommended the Magnificent M as the best bus stop design out of four presented to the commission by WSU Collaborative. Members of the commission appeared to agree the Magnificent M was both the most structurally sound and thoroughly presented project at their meeting on Tuesday.

2013 Five years ago today

As Moscow grows, the city government is planning to eventually grow with it as it nears the start of a study to create a facilities master plan. The study satisfies a City Council goal established for FY 2013 to evaluate conditions and work spaces and gather input from staff on their needs and anticipated future staffing increases. ... Thirty Days of Pullman, a program designed to give Washington State University students discounts at Pullman businesses, has overcome setbacks after starting this month. The goal of the program is to educate students about downtown Pullman businesses and engage them in the community.

Expectations aren't high for Paul Wulff's first fall as Washington State's head football coach. That didn't matter much Saturday as the Cougars put an exclamation mark on Wulff's first spring with some fine plays and nice performances in a final scrimmage. ... Three controlled burns got out of control in the Potlatch area this weekend, burning several acres but damaging no property. The first fire was reported at about 2:30 p.m. Friday on Lemman Creek Road in Princeton and was under control in about 30 minutes.

Scientists at the McGregor Co. in Colfax are studying if methanol can increase yields in crops on the Palouse. Steve Reinertsen, director of research and development for the Colfax-based company, says methanol potentially could have a positive effect on Palouse crops. ... After saying the Humane Society of the Palouse wouldn't be disrupted by a proposed affordable housing project nearby, plans are under way to move the animal shelter to make way for new homes. The animal shelter was the biggest sticking point before the Moscow City Council approved the plan for the 42-unit complex on White Avenue in October.
